Fixed some .pom files that had incorrect version numbers.

Also applied a fix from Ed Merks for the server in the Oomph profile.

ICE now uses an aggregator pom instead of combining the list of modules
with the parent. Both the parent and the aggregrator are in their own
bundles. Every other bundle has been redirected to point to the new
parent and all ICE bundles are now Maven projects. It is no longer
necessary to install the build bundle. Now, just go into the
org.eclipse.ice.aggregator directory and run "mvn clean verify" from the
CLI or run the build with these goals from the Maven run configuration.

Added a folder to collect all the new swtbot tests. It is not currently
listed in the pom file, so it should not be run as part of the build
yet.

Adds proper dependencies to SWTBot test bundles, allowing them to create
Eclipse instances when launched from Maven to run tests in. It also
changes PlotEditorTester to use a fake IVizServiceFactory, since Maven
does not iniatalize and consume all OSGi services needed for the test.

Adding the SonarQube skip flag to all of the test bundle pom.xml files
and creating pom.xml files for the handful of test bundles that did not
previously have one.
