Re-added the proper version of javax.ws.rs back to the bundle
reconfiguring the Neon target to work like the Mars target.

Fixed a bug where the visualization service was not being set to the nek
reader, causing Nek Models to be nonfunctional.

Also fixed a bug that caused some ICEResources to display in a very
small square on the page.

org.eclipse.equinox.security.macosx caused errors in remote executions,
removing it from the launch to fix. Adding bcpkix and bcprov for docker
shaded plugins.

The Linux launch configuration was not displaying the VisIt preferences
menu. Rolled back to an older version and added new required plug-ins to
get it to show up.
