#926 Common/CIF/SeText/ToolDef integration tests: remove and prevent empty expected output files

  • Removed existing unnecessary empty expected output files. Only CIF had 4 of them.
  • Prevent for common, CIF, SeText, ToolDef the creation of new empty expected output files.
