#1251 Add local webserver for testing the ESCET website locally

Dennis Hendriks requested to merge 1251-escet-website-local-test-webserver into develop
  • Best to review per commit.
  • Probably it isn't a perfect webserver, but it is good enough for local testing.
  • I added two launch configurations, one for testing from sources and one for testing the built website.
  • No end-user visible changes.
