#1071 Document how to reliably get information from a CIF specification

Quite hands-on, with references to the metamodel project and the Python ElementTree module.

End-user visible changes:

• Small textual improvement in the CIF reference manual.
• (New 'Extracting information from a CIF specification' is in the developers section, which is not for end users.)
