#1036 #1041 PLCgen: Disable function type extensions for all but S7 targets.

Note that the previous default was to add type extensions to non-bool SEL application, while the new default is to never add a type extension. All targets except S7 thus now never add a type extension.

Closes #1041 (closed) Addresses #679
