Join 'Develocity' evaluation phase as Eclipse ESCET project

A while back, we had a lot of failing builds, like due to #1053 (closed). Those are mostly resolved, but we do sporadically still get them.

Today, the Eclipse Foundation announced it will evaluate Develocity: "Develocity speeds up your builds and tests, makes troubleshooting more efficient, and increases toolchain reliability, giving your developers back at least one day each week in lost productivity. Now supporting Maven, Bazel, sbt, and Gradle build systems."

I would like to join this evaluation, to see what it can bring us. Maybe it offers insight into the failing builds. It may also help us to make the build faster.

If there are no objections by the end of the week, I'll sign us up as project.
