Jenkins build failure due to forbidden pod with minimum cpu usage per pod of 200m

Message: pods "escet-build-develop-177-s2q9r-w6jcs-3cwrh" is forbidden: minimum cpu usage per Pod is 200m, but request is 100m. 

Other projects are also affected, see eclipsefdn/helpdesk#5362 (closed).

I assume it has to do with recent changes to pod templates: https://www.eclipse.org/lists/cross-project-issues-dev/msg19990.html

I asked in the above issue how this can be fixed.
