Add FAQ regarding multiple Git repositories

Description

Projects can have more than one repository. How many is a bit of an "it depends" sort of question. If they host on an EF-maintained Git server, they can create as many repositories as they'd like. If they host on GitHub, the webmaster has to create the repositories on their behalf and since this is time consuming, we look to a project team to "be reasonable".

We probably should add some sort of advice regarding "right sizing" repositories as well.
