Guidance regarding the distribution of software via alternative means

Description

It would be useful for the architecture council to provide the Eclipse Foundation with guidance on what we need to do to support their project downloads. We are currently set up to provide actual downloads of bits in, say, ZIP format.

How, for example, can we support projects that want to make available Docker containers, or npm or Maven Central?

What, if anything, must be hosted on EF resources?

Can a resource that's not hosted by the EF be considered an "official" distribution channel?

Is the word "downloads" confusing when, for example, linking to hosted solutions? (e.g. OrionHub)

Does the policy regarding linking to non-eclipse.org resources provide enough information?
