Reorganize commit message with `related to..`in MR.

ALl commits message in MR, have this convention.

ci: ...., Related to https://.../issues/xxx

According to many comment in previous MR about ECA Check. All MR for gitlab runner migration must be review with this convention: adding a line between comment and Related to issue.
