Description Fix handling of updates to eclipse.ini on restart

• This prioritized development effort is to fix the reload of eclipse.ini settings on restarting Eclipse Eclipse Equinox P2 Issue #166.
• No specific time estimate is provided, however it is expected this is on the order of days of work.
• The expected deliverables are:
  • Pull Request for Eclipse Equinox P2 to fix using updates to eclipse.ini on restart using the standard contribution flow for the Eclipse Project.
  • Note that changes to additional repos may be necessary, for example if changes are needed to eclipse executable then Eclipse Equinox may require PRs too.
  • New and Noteworthy entry for Eclipse Platform for the user visible change
  • New and Noteworthy entry for Eclipse Platform for any API changes needed
• The Eclipse Foundation IT Infrastructure should not require any involvement for this development effort
• To demonstrate/verify the completion:
  • Restarting the Eclipse IDE after an install should demonstrate the effects of any p2 instructions installed as described in the issue
