Set up build and deployer for asciidoc.org site
To make the asciidoc.org site secure, easy to maintain, and ready to be expanded in the future, we want to use a static site generator to build the site from composable source materials (see https://jamstack.org/why-jamstack/). When then want to deploy that static to the Netlify infrastructure using the account the Eclipse Foundation provides so it can be hosted.
The scope of this issue entails choosing a static site generator, then configuring it so the Netlify runner can build and deploy it. Any extensions we will need to develop the site (such as AsciiDoc integration) should be added. This issue is complete once the the scaffolding is set up so that the content and design of the site can be implemented.
