Inform user of initial decision on whether it is a task suited for agents or not

After completing #1 (closed), it would be good to add a status update to the user explaining to them whether the reference agent thought it was a software engineering task (needing the MOSAICO agents) or not. It should be able to reuse the explanation field in that structured output.
