Mage AI - Add Endpoint for Latest Streaming API Errors and Verify Pipeline Error Logging

Goals:

• Add a new endpoint to provide a quick list of the latest errors in the Streaming API, covering all streams and artifacts, without requiring browsing by streamingId.

• Verify that all pipelines are properly capturing errors and sending them to the Streaming API database, ensuring centralized and comprehensive error tracking
