[Infrastructure] add UDRG project to infrastructure in ITI (Docker Swarm version)

The goal is to add the UDRG (https://gitlab.eclipse.org/eclipse-research-labs/datamite-project/data-quality/user-defined-rules-generator) project to the infrastructure project to be deployed in ITI
