[Infrastructure] when all services deployed in 2 VMs no network visibility with Quality Evaluator

The installation on the ITI infrastructure consists of two VMs with Quality Evaluator deployed on one of them.

• Cluster Docker swarm deployed using these 2 VMs with a master and a worker.
• Quality Evaluator is deployed on the worker.

From a container, for example the ‘governance’ container, the Quality Evaluator container cannot be accessed by name and is on the same docker network.
