[Infrastructure] Prepare k8 infrastructure

Goals:

• Prepare Helm charts Project of the services that should be deployed.
• Prepare VM instance (initially to test with just one VM)
• Add new pipeline for testing.
• Test deployments in one single project, e.g. Governance API (triggered by merge requests, commits, etc) and check the results.
