[Infrastructure] Implement the last step of CI/CD Pipeline to restart the components

As we agreed with @vasisiop and @geonikolai , in the mid-term solution we will need a simple way for restart the services as a step of the CI/CD pipelines.

The goal of the task is to test with a simple pipeline, maybe with just one step to connect and start (first time) or restart the components on a single VM (ITI).
