Keycloak: Resolve the issue of data loss after committing changes to the infrastructure project and restarting the service

The users data is stored in the KC Postgres DB. When restarting the services in ITI users data is lost.

@vasisiop , made some tests and when removing the Docker Swarm stack (docker stack rm) the data is lost.
