[Quality Evaluator] Review the QE response in the improved version

The objective is to review the Quality Evaluator current response model.

Key points:

• The current response is column-oriented and duplicates the general KPI for each column. See the response in the sample JSON attached: qe-response-sample.json
• We need to redefine the response to include general KPIs (not all but there are some "dqv_computedOn": "DATASET") that are not linked to any column and the computed User Defined Rules.
• This definition is crucial for building the final Governance model in the pipeline side.
