[Quality Evaluator] integrate UDRG for rules evaluation as Python library
Currently, the QE invokes the UDRG via its REST API. Now, it should invoke it using the UDRG as a Python library. The README of the UDRG explains how it could be done.
As a result of abusive and unreasonable anonymous traffic patterns, we're now requiring authentication to access some GitLab pages and content. We will investigate further to determine if these changes are permanent or temporary.
