Reschduling and Migration not functioning

Since we have node recommendations for the k8s interfaces, I tried to test whether the rescheduling works. What happens is the codeco apps are deployed on the kind-control-plane node, the node recommendations by pdlc suggest that c1 is better, but the migration does not happen.
