P2: Latency of C-V2X to the Geonet Service

For the 2nd Phase phase of CODECO User-Defined metrics should be implemented in ACM/PDLC/SWM logic.

Regarding the Trigger: Latency between C-V2X connected users and the first instance of Geonet processing their messages goes out of the acceptable scope there the following options:

1. Define the trigger in User-Defined metrics / PDLC should adapt in this.
2. Redefine the trigger in aspects such as: greeness / resilience. Then the metric should be pushed in PDLC CA --> then a model would be trained on the spot based on this Metric.
3. Consider virtual kubelets to be used by the Use-Case.
