adding PDLC endpoint in the swagger.yaml

the PDLC endpoint description in the swagger needs three query inputs ( Cluster name, Namespace and Pod name ) the response body is text/plain and is yaml formated. Check it in the swagger view and approve the design, if this merged I would implement it.
