kind deployment regression

I am unable to deploy acm on a kind-cluster currently (kube-system pods report: failed to find plugin "loopback" in path [/opt/cni/bin])

I stepped through the commits and this is the one that breaks it (for me) 60ab6f8e

from what i understand of it the cni-plugin is no longer installed at all.
